Ways to Create Interactive Fiction?

Twine Inform

Another road would be Twine, which I haven't used. My sense is that getting real interactivity with Twine seems to involve more overt programming, but the end product is basically a web page and your users will read and navigate by clicking. I have not developed much raw enthusiasm for Twine because I like the typing sort of IF and having to choose a "dialect" at the outset is a bit of a turn-off.

I'm just starting out here but I'm really enjoying Inform 7. This would be a good choice if you want to create a lot of different paths, but it's a significant investment of effort. On the plus side, the programming is fairly easy due to its powerful English-like language; on the minus side, consumers of your story will need to type to play your story.
