    You already know about Twine: I've never finished a game with it, but I've used it several times for prototyping and unreleased projects. It's a good system, and I've enjoyed many Twine games, most recently Leon Arnott's You Are SpamZapper 3.1, which I suppose counts as an endorsement for the Harlowe story format for Twine.

    I'll also second the other user who recommended Ren'Py as an accessible creation too, but I've never been able to produce enough art to justify trying to make an out-and-out VN. Though, I guess Christine Love's Digital: A Love Story shows a clever way around this limitation.

    I released my game The Exigent Seasons several months ago, and the system I used to make it was Inform 7, which is one of the more powerful and popular tools for creating interactive fiction. It's great for making IF in the style of Infocom and the other old text adventures. It does have a learning curve to make anything complex, but there's a built-in manual which made it easy to teach myself the techniques I needed as I went along.
