Jrnl.sh

I think jrnl may be exactly what you're looking for. You can do quick entries directly from the command line or have it open your favorite text editor. It handles encryption, date and time stamps, tags, etc. I used it for a long time before I decided to switch back to old-fashioned pen and paper. As for syncing, I'd recommend syncthing, which is amazing in general.
