Engaged and helpful owner/operator. The owner designed his role on the server as almost benevolent. Strictly enforcing NO pay-to-win concepts, but assumes tasks that could be automated for the players benefit. Then you should consider what players should be allowed on your server and which permissions should they have. You can setup a simple whitelist on any Minecraft server to allow only approved players, but there are more advanced solutions. As an admin you can limit what each player can and can't do with the help of various plugins (e.g. LuckPerms and WorldGuard), as well as setup a world border. Source: almost 3 years ago

If you have that all set up correctly I would also recommend getting Worldguard if you want to make a spawn for your players. And actually sit through the Worldguard wiki and read how you're supposed to configure regions, because they don't work the same as griefprevention. I'm assuming you are going to use server software such as Spigot or any of it's forks. Download the plugin WorldGuard. Warning that it has a dependency of WorldEdit for it to work. From there on out, you will need to consult a WorldEdit tutorial to know how to properly make selections to later claim land using WorldGuard that you can then prevent people in that claim from modifying the area, like how you said you... Core Protect, Grief Protection, Shop, MCMMO, Essentialsx, WorldGuard, WorldEdit. Those plugins (and a perms plugin and some configging) will get you a full fletched survival server for fun and stuff. I used these/some variations (we did 1.8 so different versions) but these are the sort of things we had and it was a blast. Source: almost 4 years ago
If you do use this, I recommend using the TownyAdvanced plugin for plot claiming (so you can't break items inside it, unless they allow it)/towns/nations, WorldGuard for the block logging, LobbyAPI as a lobby/hub in a different world (technically dimension), but on the same server, and Clear Lagg, for deleting entities every x amount of time.
