Not currently no. You can file I-140 but you can't file I-485 until your I-140's priority date is current according to the monthly visa bulletin. Source: 5 months ago

Looks like there's a small backlog for Mexico/Philippines, large backlog for China and even larger for India-born employment-based applicants. See https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin.html and click on the latest bulletin. You'll probably want to look at the employment-based green card waiting list. - Source: Hacker News / 7 months ago
The visa bulletin isn't published consistently on the same day of the month every month so the answer is: no one knows. Just check https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin.html every day or so and it'll be published when it's published. Source: 11 months ago
First, is your priority date current according to the monthly visa bulletin? If not, there's nothing you can do to expedite. Source: 11 months ago

If that's correct, you cannot submit I-485 at this time (setting aside the ESTA issue). You're in the first family preference category a.k.a. F1, which has a significant backlog. You're looking at 10-20 years of waiting (depending on your country of birth) before you can immigrate to the US. You'll have to wait until your I-130's priority date is current according to the monthly visa bulletin until you can immigrate. Source: 12 months ago
Approval of the I-130 aside, you also need to look at the I-130's priority date, which should be displayed on your approval notice. If it isn't current according to the visa bulletin, you can't do anything with that I-130 yet. Source: almost 1 year ago
That means your priority date must be current in the monthly visa bulletin in order for you to get a visa. They won't give you one otherwise. Your PD should be printed on your I-140 approval. Source: about 1 year ago
When the visa bulletin shows that your category's priority date has moved to your date or later, you can file I-485 to get a green card. You will note that current EB-2 and EB-3 India priority dates are more than a decade behind. You have even longer than that to wait, because numbers of applications have increased over time. The India priority date doesn't advance a clean month with every new monthly visa... Source: about 1 year ago

Please do not come to America and waste your energy and money. America is a very hard country to migrate to if you are an Indian. You will get a job but will never become a citizen here unless you are marrying a citizen here. The immigration rules, the H1b lottery system are just in place to abuse and use Indian workforce. Please check the Green Card waitlist for high skilled Indians(google it), please see the... Source: about 1 year ago

Ah ok, so you're the beneficiary of that I-130. You have to wait until the I-130 is approved and its priority date current according to the monthly visa bulletin. When that time comes, you'll be able to file I-485. Source: about 1 year ago
It's unclear if you were born in the UK or elsewhere (living in the UK doesn't matter, and being a citizen of the UK doesn't matter). Assuming you were born in the UK, your country of chargeability is most likely the UK and you can refer to lines F1 or F3 in the tables published in the monthly visa bulletin: https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin.html. The current priority date in the sibling category is 2007-ish for most countries. Your I-130's priority date has to be before the priority date posted in the monthly visa bulletin before they'll start processing an immigrant visa application for you. Source: over 1 year ago

Before an interview is available, you must first (1) submit your DS-260 immigrant visa application and it must be fully processed and (2) your case number must be current according to the Visa Bulletin. Only once (1) and (2) are satisfied, your case is placed in the interview scheduling queue, and an interview is offered only once the reassigned embassy or consulate has an interview appointment available. Depends on the visa bulletin. If it says "current", then you go for it. You can either check it here: https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin.html (both Nov and Dec to be safe), in the "F2A" row. Otherwise, you can download Lawfully app and use their visa bulletin (fill in your PD, nationality, visa category). Source: over 1 year ago
