I used vo.codes to get Spongebob and Patrick TTS. I had to play around with punctuation and different wording to get the desired inflection. Then, I cut and spliced the audio in a video editor as necessary. For the Potion Seller voiceover, I added reverb and a delay effect at the last 2 phrases for dramatic effect. Had fun using vo.codes for TTS to use as ED-209 as most of his spoken audio from RoboCop is obscured by other sounds. It was very trial error looking for a voice that when pitched down would sound like the original. Even then I really don't know much about audio manipulation so there are probably tricks that could've helped that I'm not aware of but that's a discussion for elsewhere. Source: over 3 years ago
