  Okay, the Kavinsky track is definitely a vocoder, with a lot of noise in the synth signal, which gives it the "whispery" quality, and also makes the t, p, k, and s sounds more intelligible. TAL Vocoder is free. I suggest starting with a synth brass or string patch plus noise, with the noise actually louder than the synth oscillators.
