Hmm, that's a fairly specific scenario. I'm a Mac guy but the easiest software solution I'm seeing for Windows would probably be Tablet Pro. Yeah they would - you can use that feature to literally put the recycle bin in the taskbar. Or they long press and select delete from the context menu. Or, if they had the old explorer, they could select the file and hit the delete button in the ribbon.
