I use Stroyboarder by wonderunit (its free) https://wonderunit.com/storyboarder/ You can either draw in the app or make your scenes in another program and drop them in. Eg, I could make a bunch of frames in illustrator on separate artboards and drop them in. It also links up to photoshop with the press of a button. Source: 11 months ago

The other option is Storyboarder. It is free, allows you upload the 2d boards and draw on top of them. Or you can export them to photoshop to draw the boards-tho they get flattened to vector when in storyboarder. And while Toonboom's Storyboard Pro is very much the industry standard, Storyboarder By Wonderunit is a great freeware alternative to dip your toes in and learn the basics before throwing out the cash for a software subscription. Storyboarder is a great free open-source software that lets you creat storyboards either by drawing in the software, importing sketches made by hand or using something they call "shot generator". Essentially shot generator lets you build a scene in 3D with the help of simple characters and objects and then you can save different shots from that scene and import it into your storyboard, very effective!
