The main ones I've already tried are czkawka, dupeGuru, SimilarImages, and videoduplicatefinder, but none of them do what I'm looking for. I want to be able to find if gif files match the contents of other video formats like mp4, mov, webm, etc. Does anybody know a program that's capable of doing this? I'm on Windows, by the way.
