  This is simply too broad a question to answer on its face. All I can do is suggest you drive this by going on the major sheet music (much of it downloadable) sites: sheetmusicplus.com; musicnotes.com; and stanton.com.   Musicnotes.com and sheetmusicplus.com definitely are paying the royalties to the publishers. (and a tiny per-sale fee to the arrangers as well. I think I get like 50c or something every time someone buys one of my arrangements on there.). Source: about 2 years ago
