  Hahaha, it's a tool like blitz! I used blitz pre-update about a year ago, then went to op.gg and now I'm on senpai.gg It's pretty decent! I like that it gives you little tips on it such as "bot lane is at a disadvantage, roams will help relieve pressure" etcetc. Source: over 2 years ago

  I never bought a rune page, not that I remember, but I have 4. I read down on the comments that nowadays players gets only 3. I would recommend you creating one for Garen, one for WW or Tryndamere, and downloading an app to automatically create your third page based on your champion (e.g. senpai.gg, blitz.gg and porofessor). Sometimes these apps won't load a rune page in time or will select runes that you don't... Source: about 3 years ago
