Citizen sounds like a shitty, zero-safeguards version of SeeClickFix, which I've seen work reasonably well where I used to live. (With responsiveness varying department to department.) The city should adopt SeeClickFix (or a similar solution -- I don't know the full landscape), which would also help reduce the use of Citizen and start creating some accountability for the various city departments. The city is supposed to monitor it and fix the reported issues, but it might be a handy site for tactical urbanists to check for nearby complaints that are still unresolved after a long while (or reports that are really symptoms of a larger, unaddressed infrastructure issue that TU could resolve).
