Shameless plug: Roboflow is a good alternative; you can train open source models from our library using Google Colab for free, or train and deploy with one-click like in Vertex with Roboflow Train for free if your project is open source (then pay as you go for inference beyond 1000 images/mo). From there, create a free workspace on Roboflow to import the face detection dataset, and then you can export in any of these formats and train a custom YOLOv3 model or another model architecture. This will give you a separate face detector model in which you can apply blur to the bounding box (detected face). Source: about 4 years ago
If you want to build out annotating tasks, consider Roboflow as well. This isn't necessarily suited for "cheap" annotations, but more geared to divide up a niche dataset for more expert annotations, but the UX is nice and the API makes it easy to integrate into your model workflow.
