It's a separate application, https://restream.io/chat . You download it, connect it to your youtube, and it keeps an application open on your screen that displays your chat. Somewhat customizable. Then you could add it as a window capture in obs - not a browser. Source: over 2 years ago

Restream uses it's own chat browser source so the chat does not need to be with streamlabs at all. As for your alerts StreamElements also has alerts for twitch and Youtube. You could just use Restream's chat and StreamElements. Source: over 2 years ago
