To me, the real strength of Painter is the use of its baked maps to control effects like dust or ambient occlusion, and obviously the ability to paint details directly on the mesh with a workflow similar to Photoshop's. There are only three options when it comes to art creation. You can create 3D models by yourself, buy/ download some asset or hire people to work for you. Learning how to make 3D models isn't that complicated, though! You can just download Blender and Substance 3D Painter (or Quixel Mixer, a Substance free alternative) and start to make cool things! You can try Quixel Mixer, https://quixel.com/mixer, it's free and similar to substance painter but uses layers to add texture kind of like photoshop layers. You'd make your asset/model in blender then import it and maybe import normals/ambient occlusion/etc if you baked them from a high poly model. The sensible way is to use some specialized 3d painting software. I work at a small indie studio and we mostly use Blender and Substance. Those assets from the Megascans library, the Mixer is just a standalone procedural texturing software with "connection to Megascans".
