On and off. I distinctly remember testing some of my posts and the downloaded jpgs were the same size as the originals,not compressed down to 350kb! Apparently some enormous data mining companies are invading twitter, so they blocked them, and us lurkers for the short term, from what I've heard. I personally use https://postimages.org/ . You just upload your images there first and then copy/paste the links into your work (Rich Text -> Image insert -> Insert Link).
