    Shadowsocks is a protocol. Technically not a VPN, but looks like one. Shadowsocks is a string of code that needs a server. You can get a VPS (aka server for $2/m) and install Shadowsocks. You can have your own VPN setup on digital ocean for $5 a month, and you can generate keys and share the VPN with friends/family who then only need to download the Outline app on their device.     "Free" OpenVPN is nothing special, you can just run the PiVPN or Angristan's OpenVPN script on any of those VPSes. Ultra.cc's built-in VPN only support up to 3 simultaneous session, while those scripts allow unlimited sessions (at least until you maxed the CPU with hundreds of MBps transfer), you can get faster speed & lower latency with WireGuard on PiVPN, or using Angristan's WireGuard script, if your ISP tries...     Security Researcher here - this is more thought experiment-grade and not something that I have/would test, but if everyone in your family connected out to something like Outline VPN which makes it easy to set up your own VPN server then connect to it via different apps for phones, Mac, PC, etc, it would mask your location and IP address for your whole family if you share the server.
