Easiest would probably be OSMnx, a Python library specifically made for working with street networks using OpenStreetMap data. Use then something like https://open-elevation.com to get altitude data and calculate the average steepness of each street. Plot everything with your favourite plot method. Source: about 2 years ago
Then there are some services that make these data available via API without having to download and process everything yourself, for instance OpenElevation. Google also offer an elevation API as part of their Maps product, albeit commercially. Source: about 2 years ago
