Yes, Steam Link has pretty bad input lag. Moonlight has much less input lag, but for any LAN streaming I would strongly recommend Ethernet to both the host machine and streaming device. There are a bunch of remote systems FOR gaming. There used to be one called Hanabi or something like that which was supposed to be good. I think you'd have better like with a VNC solution less overhead than going through Teamviewer but I think it'd be more work to setup securely. I'm trying to keep it as cheap as possible besides the gpu, but I couldn't help it getting pretty expensive. As far as which gpu to get, doing some research it seems they are both around the same performance but the Nvidia one has better ray tracing and the AMD one has more VRAM. To add to this if you need to access graphical applications of an entire desktop environment you can use Xpra or MOONLIGHT (I suggest the second one if you want to game on the remote desktop or need very low latency in general), you can use both of these through a ssh tunnel (you need to enable this and X forwarding in the config) so if you setup and allow access to ssh correctly you can also use these without too...
