  I don’t think that there are any watches that fit your needs. The least expensive one with Spotify enabled is the Fitbit Charge 4 ($100) and it still needs your phone. Your best bet is probably a more expensive watch that supports offline (Garmin, Samsung or Apple - with cellular internet), or a small offline music player that works with Spotify like the Mighty Player: https://bemighty.com and a cheap fitness...
