Emulators 100%, mGBA for GBA games (My Boy for android, sprang for the paid version a while ago and don't regret it), DeSmuME for DS and Citra for 3DS. I do technically still own copies of most DS and 3DS games but I despise nuzlocking on hardware at this point and I tend to play romhacks anyways. Hey! So, I use MGBA for gba emulations (it can also run gb and gbc games if that's something you're interested in) and DeSmuMe for ds ones. No matter which editor you debug in, the workflow is about the same. You will need DevkitPro gba-dev and an emulator like mGBA. You should not buy anything, just download the patch from the link, download a japanese fe6 rom (i can't link you to one because it's against the rules) and apply the patch using a tool like this. Then play it using a flashcart or an emulator (mGBA comes highly recommended).
