Do those wallpapers tint the Windows apps too? I know there are a lot of people who hate the effect, but I personally love the Mica Effect, actually I'd love if they used Mica Alt instead of Mica as the main layer (just because Mica is too subtle, at least in Light Mode). You can use this as your desktop wallpaper, if you used wallpaper engine or any other live wallpaper software, and you can use lively wallpaper, it is free and open-source 😉. .ini files are typically used by Windows for configuration settings. VideoPaper is a non malicious app. It allows a user to use Videos as wallpapers. Albeit the app is old and appears to be replaced by: https://rocksdanister.github.io/lively/ it also would be one of the weirdest apps for malware writers to target or exploit.
