    I encourage you to look up the millage rate of the municipality you're considering. It's applied to the taxable value if your property, which is determined by the county assessor. Detroit has a famously-high millage rate, but remarkably reasonable taxable value if you live in a less-popular neighborhood.     Gah. No, the SEV is half of the true cash value (or assessed value), which is determined by the Assessor, and is not the sale price. You could pay $10 million for your house, but if your neighbors all pay 1/30th of that, you will only be taxed on a small fraction.
