    You could very easily make the proper scale on a site like this and then use the PDF that it generates to order sheets from an online printing service like VistaPrint or GotPrint.     I print a grid over a photo and then just go cell by cell. This site lets you print grids of various sizes and shapes (including hexagons). To get a grid over the photo, I use word (as I don't really know photoshop or other programs to manipulate the images).     The cheapest method is to find some paper with a grid on it. If you are using minis then you'll need 1" squares (if you're not the scale really doesn't matter).
