  Https://wego.here.com/ opens on the default location based on my IP. If I move (swipe) on the map to another location, it immediately jumps back to the default location. If so, they have apps and a Google Maps type site at https://wego.here.com, so you could look there and check out the map there to see if the new highway numbers are there.   There is a link for their map info - https://wego.here.com/ - however the issue you are describing sounds more like a GPS that doesn't yet have a good connection (too few satellites) than an issue with HERE. The state your phone is in can be quite frustrating, and we built the offline mode switches to try to offset that as much as possible.
