The quality of Google Map is better than others because it has more users, and thus better input data. And that's the real problem - competitors cannot improve improve their product without better data, and so users avoid their product / service and turn back to Google Maps (which allows Google to improve their product further and take a lead). When you click through to buy the update, is it coming from a company called HERE Technologies? If so, they have apps and a Google Maps type site at https://wego.here.com, so you could look there and check out the map there to see if the new highway numbers are there. There is a link for their map info - https://wego.here.com/ - however the issue you are describing sounds more like a GPS that doesn't yet have a good connection (too few satellites) than an issue with HERE. The state your phone is in can be quite frustrating, and we built the offline mode switches to try to offset that as much as possible.
