    I've not tried it but you could create a Google family group, create a child account and then manage the phone as if it were a child's. However, newer Android devices (running 7.0 and higher) have parental controls built right into the OS through Google Family Link, and it's possible that this is what the dad is using, not a third party app. In that case, unfortunately there isn't an easy way to disable parental controls without the parent's permission.
