What I did was we started with an android phone, upon set up I created her own gmail account and with her being a minor it automatically asked for parent gmail and it linked together There was an app that was automatically installed called “Family Link”. Source: almost 2 years ago

I've not tried it but you could create a Google family group, create a child account and then manage the phone as if it were a child's. That works to get rid of third party apps. However, newer Android devices (running 7.0 and higher) have parental controls built right into the OS through Google Family Link, and it's possible that this is what the dad is using, not a third party app. In that case, unfortunately there isn't an easy way to disable parental controls without the parent's permission. Google Family Link is an app you can put on any Android or iOS device. We use it for our developmentally disabled foster girls.
