  Since there's a wide range of not-so-public pricing for Hyland Onbase, I'm not sure what your budget is for cheap. We have a product, FormKiQ, that can be deployed to meet your needs that is likely quite a bit less. We have a free offering, too, but that requires an IT specialist or engineer to deploy.   I would say that talking to a software consulting firm may be a good idea. On our side at FormKiQ, we do offer a solution + services that could work, but this may not be the right fit compared to a consulting company.
