  One thing that appears to have helped for me is to go to eveonline.com (which is not affected), log in there, then click on store to get to secure.eveonline.com, then add /transfer-character to the URL.   If your account has Omega status and you're in the US, maybe check if EVE Anywhere (browser-based streaming) is available? eveonline.com will display "Play In Browser" if it is (you'll need to be logged in).
