I suggest you use DuckStation as your PS1 emulator. You just need the required system BIOS, which can also be found in the megathread (bottom of the Retro tab). Either controller should work fine. Source: almost 2 years ago

And as a side comment if you aren’t committed to ePSXe, the community now recommends Duckstation as a more modern easy to use PSX standalone emulator. EPSXe is old and doesn’t get updated anymore. Duckstation may just solve the issue without messing with other settings. Source: over 2 years ago
