There seem to be software solutions that lock your cursor. A couple of them were suggested in this thread: namely Dual Monitor Tool and CursorLock. There is also FullscreenLock. Yes! Common problem. I've had the same issue. CS:GO is never true fullscreen. Another thing to thank Valve for. Go to http://dualmonitortool.sourceforge.net/download.html and download the program (it's what I use). Once you've launched it, make sure to check "launch when windows starts" under general.
