No, this means that over 1 in 10 people getting tested for covid actually have covid. Doesn’t have anything to do with the people you encounter, this percentage is really only useful for seeing whether or not we’re testing enough. A low test positive rate means we’re testing enough and recording most cases while a high one means we’re not(and missing a lot of cases). Of course home testing has changed the game... Covid protocols were never meant to protect us from testing positive from covid, they were to protect us from death, or from so many of us becoming severely ill at once that it shuts down our healthcare system or our entire society. The people who never thought covid was a real problem aren't wearing masks for obvious reasons. Those of us who were very concerned about it have been vaccinated and boosted. If you're fully immunized, not in a high risk group or spending time with high risk people, and you're in a gym with decent ventilation, then wearing a mask isn't anywhere near as important as it was at the beginning of the pandemic. If either of those two things are high, assume covid is spreading fast in your area and that your best course of action as an immunocompromised individual is to stay home unless absolutely... I feel at this point we know enough about how covid spreads that official guidance on masking doesn't matter much to most people. If you don't want to catch covid (with very high probability), wear n95 or better mask+tight fitting glasses and it doesn't matter what others around you are doing.
