On Facebook, I often see captions printed on top of the video as a separate block (see example below) which solves my two issues! Unfortunately, the only program I can find to create captions like this is zubtitle.com which is great if you want auto-generated captions that are only available in the language spoken in the video. Maybe your best bet is to upload to YouTube as unlisted and use https://annotate.tv … on iOS I use KMPlayer to add markers (boorkmarks) and use those to annotate once back home. Wish there was something better. Source: about 3 years ago
