I've been riding small (<250cc) motorcycles since '77 on and off-road, and with the right gear they can be fine for year-round, all-weather commuting, but I only know of two bikes from Honda (which fit your budget) and the Zero electric motorcycles (which absolutely do not fit your budget) that have automatic or clutchless transmissions. How long of a hike/walk? Bridle Trails is fantastic. Trilogy area of Redmond (Redmond Ridge) also has a ton of trails. I highly recommend the alltrails.com app or site. You can search by easy/moderate/hard and distance and using the map zoom into a specific area. Source: 11 months ago
OH and use alltrails.com to look up trails you're interested in and see the latest conditions. If I were you, and people are saying there's an active bear on a trail I would avoid it since you are alone. You'll find some trails people mention not great visibility around some corners or due to huckleberry bushes...I'd avoid those too on your own.
