No, it's taking a screenshot of the browser's content, then adding padding to the surrounding image, and letting you pick a colour for it. Screenshot Software like Cleanshot X and Xnapper have this feature built in, either as a default or as a customisable setting.They're basically making it unnecessary to use a third-party screenshot tool to achieve the same effect. Capture2Text is the simplest solution and it works surprisingly well with the Cold Steel/Hajimari text boxes... Once it runs in the background press a previously assigned hotkey and select the area on the screen to be captured.
