I don't think you need to be a holder of both. I put my mom on my Wells Fargo account and she sent to my account. There is also https://wise.com/us/ . This one I have used to send to someones account in Vietnam. It does have slightly higher fee. But it goes straight into their account. You don't get a loan for processing payroll from your processing company. I use a full service payroll provider (https://patriotsoftware.com/), and they do all the taxes, generate the year end W2's and it's about $50/mo. Slightly cheaper than some of the other providers and my experience has been great. You will need to set up tax accounts in the states where you employees are operating though which is a huge...
