For the "Cedar Season" chart, the data represented by the red star is an average of the readings posted SINCE midnight on the current day. Sites like breezometer and tomorrow.io are mostly AI generated values on a crude 1-to-5 scale. They post FIRST in the day because they are not really giving an exact point-in-time measurement. If you go to ventusky.com it will show you the weather day by day for the last 40 years. I checked the infamous Patagonia winds and found there doesn't seem to be a way to avoid them. There was a stretch by El Calafate where the wind was channeled through a canyon and I could not move forward with a 1200cc moto due to buffeting on my windscreen; I've never experienced winds like that before or since. I always check ventusky.com for local weather conditions. Wind gusts or in this case , a snow storm to the west and freezing temperatures.
