  [Warpinator](https://github.com/linuxmint/warpinator) will do this. I've used it in the past and I just double checked if it will send android to android, which it does. There are packages for Windows and in F-Droid. It is developed by the Linux Mint team, so seems like a trusty source. But, always double check if you are confident in the publisher.   SWF files aren't really optimized for Android. Puffin Browser is absolutely going to be your best bet, but only for flash games that are already online.
