[Warpinator](https://github.com/linuxmint/warpinator) will do this. I've used it in the past and I just double checked if it will send android to android, which it does. There are packages for Windows and in F-Droid. It is developed by the Linux Mint team, so seems like a trusty source. But, always double check if you are confident in the publisher. Portal.pushbullet.com is now closed down, I used it pretty often to transfer files from PC to phone, it's faster than FTP and USB. Source: over 2 years ago

Portal by Pushbullet should work to transfer files while on the same network, but requires the portal app on your phone. Source: almost 3 years ago
