  If you need a specific size, which is why I guess one of the few reasons you’d want a constant bitrate, use vidcoder, which is just a reskinned handbrake with a target size option. For compression, I’d encode with H.265 or AV1 depending on what hardware you need it for, assuming you do need it light. I would still pass through audio, unless you’re really in a pinch.   Dolby Vision supplements the HDR data already present in a video. For example, when you buy a Blu-ray disc that supports Dolby Vision, the disc contains several m2ts files containing HEVC encoded videos. Present within the HEVC stream is also the metadata, which supplies metadata for each frame.
