If you need a specific size, which is why I guess one of the few reasons you’d want a constant bitrate, use vidcoder, which is just a reskinned handbrake with a target size option. For compression, I’d encode with H.265 or AV1 depending on what hardware you need it for, assuming you do need it light. I would still pass through audio, unless you’re really in a pinch. Download and install the File Converter, right-click on an image file such as jpg, png, etc. And hover over "File Converter" which should be above "Open with," go to "Configure presets," go to webp, set the quality to something reasonable like 90 (you can even go lower), save.
