If OTS does not fit the bill, try one of the many open-source e-commerce frameworks that already solved all the hard parts for you, and allow you to just build out the custom parts specific to your requirements. Another option is to take a framework that handles 80% of the stuff you need (customer/order/inventory managament, payments, shipping etc) but that gives you the flexibility to create whatever custom flows you need. For the second category, tools like bubble, Unqork, Glide are awesome (there are a lot more of these). But the risk is to go too far, and build something that really needs to be built at a lower layer in one of these tools.
