  I have downloaded the free license vector file from vecteezy.com - Its a roll up banner design, I opened the file in Inkscape and trying to change the color of the banner but the color does not change when I select the element and select a color under "fill and stroke" or when I select from the bottom color swatches. However if you're hoping to do this just for a few images then there are some very low cost apps (often free if you plan it right) which use Stable Diffusion and Dreambooth in the background to produce the personalised images.
