Now that the dislike button has been removed, for anyone thinking now is a good time to leave YouTube, there’s a platform called Ultreon with a user interface very similar to YouTube’s, especially from 2014-2016ish, with almost none of the restrictions. I'd start with learning HTML and CSS first, then Javascript after those. There are a lot of free online resources for learning those. For websites, I use jekyll which is a great way to start off because there are a lot of community website templates that you can customize, which is great for beginners and learning.
