If you have a bit more budget, you can also recruit participants from online panels (like userinterviews.com or respondent.io). For an incentive, you can screen the right people to participate in your playtest. Keep in mind you will need to do some vetting and make sure you're not getting "professional" participants. Electionbuddy.com is the cheapest one and is not that hard to set up. It IS legal in most states, you just have to mail out a postcard and let them know they can also print it out and mail it in. Since most people are cheap they wont' spend the $0.65 for a stamp. Source: 7 months ago

Many states allow for online voting using websites like electionbuddy.com With online voting there is no need for a proxy. Proxies in general shoudl be avoided.
