Like I said, if you only allow USGS employees to make accounts on the USGS instance, then there is no moderation needed. Such a theoretical USGS instance would not repost or broadcast external content without someone on the USGS instance explicitly reposting or boosting. What we found is that these are not necessarily problems of the underlying medium (a notebook), but more of the specific implementation (Jupyter).
