For how to actively distribute the newsletters if you go the email route there’s several services (unless you’re cool with just whacking everyone’s email into a BCC list and sending manually, of course) you might find Tiny Letter useful. Honestly, your site functionality is pretty complex. I highly suspect you are going to have trouble finding a plugin setup that does all of what you want for free. I'm not even 100% sure that there are existing off-the-shelf plugins to do it all. Though some combo of WooCommerce Memberships and a couple other plugins might do it.
