  Once upon a time I wouldn't have recommended learning a framework to aid learning a language, but tbh Symfony is a great modern framework, and is probably a really good example of how to write Good PHP! It'll help you build quicker and more elegantly, and the toolset around it is fun to use!   The fine details depends on what you are doing with it - Wordpress is the 90lb gorilla in the wild, or frameworks like Symfony & Laravel. Look up the main site, and the frameworks also have well-known video tutorial sites (https://symfonycasts.com/ & https://laracasts.com/) - both with free video series for the basics of the latest major new releases.   I had to do this for a job a few years ago. I created a sandbox version of the site on pantheon.io and removed all editing permissions. On additional discovery that they only needed the static content, I created a static site using SiteSucker (mac app store). They were able to put this folder on their local machine to access anytime.
