Looking for a Motion Graphics Designing program
Blender is amazing for rigging, but for everything else you described I'd say you should consider svgator.com. Not that popular from what I've seen on here, and the free plan is limited, but as far as ease of using goes it's hard to beat. It's browser-based, so there's nothing to install/download. LottieFiles is indeed great for things like this, there's also other sites like https://icons8.com/animated-icons which offer simple animated icons in unified styles in Lottie format (LottieFiles is more people rightfully showing off in a lot of cases, there's some really nice stuff on it).
