  What you're asking is no simple task and fiverr is not a place where you typically find long term plugin devs. You can ask on spigotmc.org, join some big developer discord and look if they got a recruiting channel, ask right here on this sub, etc. Honestly how you thought fiverr would be the best place is beyond me. I do want to say that it seems like the plugin relies off dev builds, hence why the link I provided isn't a spigotmc.org one.
